I tried it on my laptop, I got 20/11. This is basically due to the fact that the wireless drivers on my laptop limit it to 20 downstream. When I get my desktop in, I'll let you know.

Combination of technology, drivers and Linux. Wireless speeds only go up to about 24 Mbits, unless you are on wireless N - that can go faster. I know this because my flatmate tested and got 100 +, but I'd like to try it myself (with a somewhat newer PC, though I am quite certain it won't make a difference).

I'm led to believe that it really isn't but it seems to do a funny weighting with the upload. Obviously 11 MB is nice, but I'm sure there are faster. But yes, the internet in the UK is actually pretty bad outside of cities...
