You should contact Steam support, they can help with payment issues. From Superjer's point of view, if you can't pay Steam through Paypal then you might not be able to pay him.

The other problem is that Steam doesn't like it when you use the same credit card on multiple accounts.
Like already said, contact Steam support and get Paypal working.
