Click on the sounds' frame, go to "Sync" and select "Stream" (on the "event" thing) .

I have sound timing problems all the time. You need to use STREAM but even that's not always perfect...

It's not in the publish settings, it's where you can choose the sounds, it's the bottom panel with "frame" and all that stuff. But with "stream" + huge sound files, the movie could get laggy.
