In some maps i have seen some good quality glowing letters, I can see them clearly and they are like neons and that, my images are all bad quality and this thing with so much stuff and effect is HD...

Are you having a problem creating them, or are you creating them high quality but they are low quality in the game?
If it's the latter, you're probably scaling them up, which is pixelating them.

It looks like you probably just need to make higher resolution textures.
Also, in your screenshots it looks like those textures are on an entity with a very high minimum light level.
Also, it looks like they have an alpha channel in them, so they must be using some funky new rendermode or something. Try decompiling the map and checking the entity properties.
