Are you using x64 rig? They usually run high on ram.
Most likely its service host.
Also because you have that gadget open it will take up about 23k ram (its sidebar.exe in task manager).

What anti-virus and firewall do you have?
I know Norton runs high on ram as does Comodo.

I would ditch Mcafee for Avast! anti virus; much better and is lighter on resources.

Are you on Windows 7?
I've noticed on Win7 it shows RAM usage way higher than what programs are actually using.
I wonder if Win7 finally copied *nix and now uses free RAM for optimizing your HDD? I'm not sure but it would make sense. And it would mean high RAM use is not really a problem.
For example on this compy my RAM use is at 99.99% but that's just cause it is Linux and the OS uses all free RAM to speed up the HDD. but it still counts as free if another program needs it.
TMI LOL.

I wouldn't be surprised if Vista does the same thing. Vista and 7 are similar.
I went from XP to 7 though so I don't know much about Vista other than that.

Does it seem to be slowing your compy down? I wouldn't worry about it unless it seems slow.

That's what I was going to say. I have Intel graphics. I run CS 1.6 at 30-40 frames on a full server.
