So I've spent the last two or three hours trying to make a custom spray logo, and get it to work inside cs. I've looked at different trucks here, and I've looked at many different tutorials on google.
The thing is, they all say to turn the spray logo into a .wad file, and put it inside the cstrike directory and REPLACE the one thats already there. I didn't see any there by the name of tempdecal.wad or pldecal.wad... but I went ahead and created one for each... didn't work.
Then a lot of places were saying to delete a file called custom.hpk ... I cannot find this file. I've made sure that all my hidden files and folders are unhidden, that didn't help. Then I figured maybe cs can't create the file because the cstrike folder is read-only, so I changed that and it didn't create anything. I have a feeling that not deleting this file is the cause of the logo not appearing in-game, but I can't find it to delete it

WOOHOO! I made it work!
Turns out this was all microsofts fault, I had to run cs as admin (nice "security" you got there microsoft).

Can you add sound to a spray image? I think it should be blasting Revolution Is My Name at an obscene volume.

You can't, but I'm sure someone could make a hack 
Well I guess I needa up my C++ skills some so I can get working on this spray-sound hack

I think you can use that hlss program, which can play back sounds on the voice, so you could bind a key that sprays and play back music...
and pantera sucks

I am speechless... I don't know how anyone (weather you like the music or not) could say that. You've got vinnie paul on drums, dime on lead guitar, and phil for vocals... all three of those guys are amazing.

You forgot about... (what's his name...) Rex! Rex is awesome, too! Right guys? Guys? You know, to be honest I never really noticed him as being that amazing... but I just went and looked up some solo's and stuff from him and I gotta say, I feel kinda bad for overlooking him all this time.
