All first generation Pokemon are male. They are always referred to as "he" in the first game. Even the one called "Nidoran Female" is a dude. There are both genders in Pokemon games now, but Jigglypuff was put into Smash Bros. before that. The only possibility is that he's a guy.
Even if you went by 3rd or 4th generation standards and tossed out all other information, that's still no reason to assume he's a girl. There'd still be a 25% chance Jigglypuff is hiding a penis in there somewhere.

Aaron, you seem to know a whole lot more about brawl than me. 
Fox always used to annoy the shit out of me in melee. I did manage to beat most of the challenges game with Bowser alone though.
Whats your thoughts on bowser? Personally, I love him, although he can't always hold his own against some of the faster characters, IMO.
If you jump high enough you'll hurt your ankles when you land.
