First you must own a copy of the Source Engine in some form, for instance CS:S. Then go to "Tools" and download the "Source SDK". After that, launch it then go to the menu option that says "Hammer".

Is it the Source SDK base or Source SDK Base The Orange Box ?
There is No Source SDk and I all ready have Source engine Game
when I tried Source SDK Base I run a Video Test

Only certain Source games have the Source SDK included... Unfortunately Half-Life: Source is not one of them. You need to have a game from this list to use the SDK.

Why you don't have Half-Life 2 already I don't know, but I can highly recommend the Orange Box. It will give you the SDK, Half-Life 2 and episodes, the FANTASTIC Portal and Team Fortress 2 (and also the ability to run the mod Fortress Forever). Aside from that there is a special version of Peggle and Half-Life 2: The Lost Coast (which is very interesting).
