If you can see cstrike.wad in GCFScape, you need to extract it. You can drag and drop it or right click on it and choose Extract (or something similar).
Once have extracted cstrike.wad to somewhere on your hard drive, all you have to do is go to Tools->Options in Hammer, click the Textures tab and click to Add a new one. Browse to where you extracted cstrike.wad and select it.
It should then show up in the list right there on the Textures tab.
