The so called "ZHLT Window Executionable" link doesnt work.. do I really need this file like the tutorial says?

Thats the broke ass link I used..

i dont know if not having that file has anything to do with my textures but I put the cstrike.wad file into the textures thing thro a program called GCF scape... (seeing how valve or steam hides them)[whoever] Finnally i got them on there.. and nothing.. it lets me apply but doesnt show my textures...
i thought ok, I'll try somthing differant.. wadfather.com... there was some pretty slick textures there so I tryed loading them up.. still.... no texture.. I'm so frustrated right now, can sombody plz help.
