Start here. You need a copy of the Source SDK. This kind of thing is difficult, by the way; be prepared to be frustrated. You need to know C++ and have familiarity with level design, model creation and texturing. Amongst other things.

Ok first problem SDK so forget source. Where do I start to make a mod for cs 1.6 or cscz? ( If It's possable. )

I think you can script plug-ins for CS 1.6 with "AMX MOD X".

(Though I've never done it myself!)
