You can probably only do this if you are making a mod.

Some of them are even animated so I'm pretty sure you can't change them without coding a mod.

Well download the sprites and place it in your sprites folder in the cstrike folder...

Btw I suppose I should ask... are you trying to change the crosshair on your scope, or just the regular crosshair for everything without a scope?

As a general question, does Counter Strike display a 3D model or is it (as hinted above) just a flat picture? Because if it's the latter, your task is easier.

Well there are many programs out there that convert image files to sprites, so if you bothered googling, your problem would have been solved a long time ago...
