You have to put them in the .../cstrike/sound folder. In the entity, do not use the full path. If your sound is at .../cstrike/sound/de_funk/party.wav then tell the entity it's at de_funk/party.wav
If you trigger a sound it will start and yes you can use a trigger_multiple, a trigger_once or anything else that can have a target.
I'm not sure if you can trigger-stop a sound. You might have to relay it through a trigger_relay and set it's mode to OFF.
