WADs: technically, these just have to be on the same drive (like C:) as the map compilers and the game, if you use hlcsg -wadinclude or hlcsg -nowadtextures. If you do NOT want to wadinclude, put WADs in your cstrike folder (for 1.6), ex: c:\steam\steamapps\username\counter-strike\cstrike
SKY: sky textures must be installed in the gfx\env folder, for ex: c:\steam\steamapps\username\counter-strike\cstrike\gfx\env
