The guy who "wrote" that in the FAQ wasn't the brightest person.
All it really is is a brush with a sky texture as a wall or ceiling.
For your sky to emit light make a light_environment somewhere in a playable space in your map.
Now go to your map properties and set an environmental map. (as shown in the FAQ)
