for example: if you tie some of your brush to env_snow, will it change it as snow, like when you walk on it while playing the game, can you hear that "stepping on a snow" sound?

No, env_snow is a point-entity, you can't tie those to a brush. (Only brush-entities can be tied to brushes.)

no no, not in hammer, on twhl.cjb.net.
To make snow, you could probably just make a brush and texture it with a snow texture... It should make the snow sound as well.
