is it possabel to make a moving tempdecal.wad for in game play or "spray" on a steam server

You have a 'valve' folder where your 'cstrike' folder is. Go to '...valve/logos'.
You should see all the spray thingies. You can make what ever you want, as long as it's a 16-color bitmap and is 64x64 pixels.

u can create bigger sprays than 64x64 with hl tag converter
( http://rapidshare.com/files/123786006/hltagconverter_014.zip )
press open image-browse image u want
than adjust image-apply changes and convert to 256 colors
than save tag-export to wad file>ok file name tempdecal.wad and save it in your cstrike folder. When it ask u to replace press yes, close hl. open cs join server press t and you will se your big spray:)) try

so if i add a animated gif but make it a bmb file it will show up in game and move like it should

Bitmaps do not support animation so essentially that information would be lost.

I seem to remember reading somewhere that Valve had dropped support for animated decals and the like... I dunno.
