This is for a super crazy random map. Might as well start:

1)how do i make a fog effect in a certain area?

2)how do i make textures move on a brush? or do i need a sprite?

3)how would i make a giant whirl pool?

4)how do i make a room flash different color lights?

2)Animated GIFs might work.
3)Texture! :D
4)Dunno, there should be a way to make it change over time, that said you might be able to use triggers to make it change colour at regular points.

Well, in that case maybe an animated texture. Whirlpools are difficult. For a game to do them properly, it'd need to have a mesh geometry for water. To give you an idea of how much that isn't happening in CS it was put into Halo 3 as a "new feature". I don't know if that sort of thing is even in Source... So yeah, animated textures if you can get away with them.
