Can't do anything but pan in Hammer Mapping

The thing is i have no idea how this happens. It's so annoying, can't create blocks or anything, but if i wait it just returns to normal after 5 minutes

Can't do anything but pan in Hammer Mapping

So this really annoying thing is happening in hammer. Sometimes my cursor turns into a hand and i can't do anything but pan. Any ideas why the hell this happens?
