Why do I lag in CS 1.6 when I play on Steam? I downloaded non-Steam and I don't lag a bit. Steam 120-150 latency, non-Steam 20-30....

I played all my CS with Steam and I lagged, but that's because I was about 4000 miles away from the server in question (this one).
I give a little into the moment like I'm standing at the edge (I know)
