Open Hammer
Go to Tools->Options
Go to the Textures tab
Click on Add WAD
Browse for your .wad file and double-click it.
Press OK.
...and that's the bottom line because Mate de Vita said so.

What Windows are you using?
If you're using XP then do this (if not, try to find something similar):
open the folder where you have your .wad file (like C:\Documents and Settings\Andyetanotherdragonballzfan\Desktop)
Go to tools->folder options and open up the 'View' toolbar
Find the line saying "Hide file extensions for known file types" and make sure that it is NOT checked.

Now check your wad file's name and make sure it really does end with .wad
...and that's the bottom line because Mate de Vita said so.

mmm lol, ill try to explain it better:

cstrike.wad is inside "C:\Program Files\Steam\steamapps\counter-strike.gcf"

i used gcfscape to open that, and there i found cstrike, but then i dont know what to do :(

ah, you have steam...
well, I haven't used GCFScape yet so I don't really know much about it...

You might want to download the wad files from e.g. cs-maps.org (here is the cstrike.wad).

Or you can wait for someone else to tell you how to use the GCFScape.

Wherever you want, I usually put my wads into D:\Counter-Strike 1.6\cstrike but it's not really important. Just make sure you memorize the location so that you won't have to search for it.
