Hello! I was wondering if its possible to make a website, with tab thingies (example: Forum, Search, Me ...), Accounts (you register), and if its possible... free?

Free: try Geocities or other web hosting services. The problem is that sort of stuff is difficult to do in HTML which is all they allow (ie no php, aspx or whatever). So really you'd have to get some kind of a server. But then it depends what you're trying to make. SJ's stuff is all done in PHP (as you can see in the address bar).

I think he wrote most of it himself. Certainly he did with the forum upon which we now stand. He'll also pay for a server, which is the bit that exists on the internet and sends all this crazy data to you.

Nah, this one's written in PHP. Which is a fairly popular one. Server prices vary, it really depends on what you want: for instance how much storage space, if you're going to need lots of processing power (it is much less intensive to serve up HTML than to generate it from PHP), the amount of bandwidth you think you'll use and the speed you want it all at are just a few things. Search around, you might find a deal ;)
Another option is to use Microsoft Visual Web designer, it is pretty intensive and a bit daunting to learn but the Express Edition (which is free) comes with an example website. Searching will find the download for this.

Well PHP isn't a program. It's more a... language for writing things that... tell you what, have a look at the PHP website. And if you had a good enough computer you could run it all from there. It requires good upload speeds though, and the computer would have to do that and nothing else internet related really. But this is where my knowledge begins to run out.
