You can change the brightness of a light by going into its properties, click on "Brightness", there you have four numbers, the last one controls how strong the light is(200 by default i think) this number can be raised or lowered to make the light shine stronger or weaker. To see how much a light lights up: compile the map and play it!
How many lights you have in a room depends on the room, but try to keep it realistic.
