How to develop maps for CS:S? in Hammer Mapping

Is there any other way possible? because Whenever I open steam,It shows 'downloading update' and actually doesn't download it at all.So,is there any other way but steam??

How to develop maps for cs:s?i =n your tutorial,you've told about 1.6 dev.,but how about source.what about the .fgd and the wad files?I searched google,like alot but couldn't find anything...
Please help...
