I saw Nezumi saying elsewhere that it was random because he couldn't figure out how to make it alternate.

We were searching for a leetskeetz for CSS. Thanks Nezumi, it owns. However, why did you make it random instead of every other round? Or is it not random? We were curious as to how it decides who gets awps and who gets launched each round.
